Consider working with city, state, or federal agencies to provide an online presence for a "gallery" where artists can post their work for free. Not only visual images, but music and poems.
This would be a very agile way of responding to disasters, it would start to educate the general public that art is not just about making "pretty" things, and the most important point of all, it would provide a point of unity from which healing may begin.
It would effectively be an online memorial able to be visited by anyone with an Internet connection.
